I could very well be wrong which is why I'm making this post.
I'm basically basing it on what I can tell by eye. I don't have the tools to confirm my findings or anything therefore I can't say these are facts. I'm not sure if it's just me experiencing this or not or if it's just my mind playing tricks on me but it's really odd that I'm able to notice this on a fully modded game as well as just vanilla. Regarding the new FPS Boost option available for Skyrim, I have come to find out through my own experimentation, that using the Uncap FPS mod along the boost provides better performance than with just the FPS boost alone.
